TEXT-INDENT: 30px\">\u90fd\u77e5\u9053\uff0c\u6211\u56fd\u5668\u5b98\u4f9b\u6c42\u7d27\u5f20\uff0c\u4eba\u4f53\u5668\u5b98\u6350\u732e\u7387\u8f83\u4f4e\uff0c\u662f\u8001\u5927\u96be\u95ee\u9898\u3002\u4e00\u65b9\u9762\u662f\u4f9b\u9700\u4e25\u91cd\u4e0d\u5339\u914d\uff0c\u4e00\u65b9\u9762\u53c8\u662f\u975e\u6cd5\u4e70\u5356\u5668\u5b98\u73b0\u8c61\u7684\u7316\u7357&hellip;&hellip;\u8fd9\u4e5f\u5c06\u6211\u56fd\u5668\u5b98\u6350\u732e\u56f0\u5883\u6620\u886c\u65e0\u9057\u3002\u8be5\u600e\u4e48\u6539\u53d8\u73b0\u884c\u5355\u4e00\u7684\u6350\u732e\u6a21\u5f0f\uff1f\u8bf4\u5230\u5e95\uff0c\u5f97\u9760\u5668\u5b98\u6350\u732e\u5236\u5ea6\u5728\u6cd5\u6cbb\u6846\u67b6\u4e0b\u7684\u8865\u5168\u3002<\/p>\n<p style=\"MARGIN: 0px 3px 15px; TEXT-INDENT: 30px\">\u6b64\u5916\uff0c\u5728\u6350\u52a9\u6fc0\u52b1\u673a\u5236\u4e0a\uff0c\u8fdb\u884c\u5668\u5b98\u6350\u732e\u53ef\u51cf\u514d\u6350\u8d60\u8005\u4e00\u4e9b\u533b\u7597\u8d39\u7528\u548c\u4e27\u846c\u8d39\uff0c\u662f\u65f6\u4e0b\u7684\u5e38\u89c4\u505a\u6cd5\u3002\u53ef\u5bf9\u5668\u5b98\u6350\u732e\u8005\u7684\u7cbe\u795e\u5609\u52c9\uff0c\u5bf9\u5176\u4e2d\u5bb6\u5ead\u56f0\u96be\u8005\u7684\u6551\u52a9\u8865\u507f\uff0c\u4ecd\u76f8\u5bf9\u532e\u4e4f\u3002\u5728\u56fd\u5916\uff0c\u5bf9\u6350\u732e\u8005\u7684\u5bb6\u5ead\u6551\u52a9\u4e00\u822c\u4f1a\u901a\u8fc7\u5546\u4e1a\u4fdd\u9669\u89e3\u51b3\uff0c\u800c\u56fd\u5185\u5219\u7f3a\u4e4f\u76f8\u5e94\u7684\u673a\u5236\u3002<\/p>\n<p style=\"MARGIN: 0px 3px 15px; TEXT-INDENT: 30px\">\u800c\u8fd9\u4e9b\uff0c\u4e5f\u4e9f\u987b\u4ee5\u5668\u5b98\u6350\u732e\u7ba1\u7406\u6cd5\u6cbb\u5316\u4e3a\u76ee\u6807\uff0c \u52a0\u5feb\u5668\u5b98\u6350\u732e\u7acb\u6cd5\u30022007\u5e745\u6708\u56fd\u52a1\u9662\u66fe\u9881\u5e03\u300a\u4eba\u4f53\u5668\u5b98\u79fb\u690d\u6761\u4f8b\u300b\uff0c\u4f7f\u5668\u5b98\u79fb\u690d\u7ba1\u7406\u521d\u6b65\u5236\u5ea6\u5316\u3002\u5f53\u4e0b\u5e94\u53ca\u65e9\u5c06\u6761\u4f8b\u5347\u683c\u4e3a\u6cd5\u5f8b\uff0c\u5236\u5b9a\u4e13\u95e8\u7684\u300a\u4eba\u4f53\u5668\u5b98\u6350\u732e \u6cd5\u300b\u3002\u5c31\u7b97\u65e0\u6cd5\u5347\u683c\u4e3a\u6cd5\u5f8b\uff0c\u4e5f\u5e94\u5c3d\u5feb\u4fee\u6539\u5b8c\u5584\u6761\u4f8b\uff0c\u660e\u786e\u5404\u76f8\u5173\u90e8\u95e8\u5728\u5668\u5b98\u6350\u732e\u8054\u52a8\u673a\u5236\u4e2d\u7684\u5b9a\u4f4d\u4e0e\u8d23\u4efb\u4efd\u989d\u3002\u300a\u6761\u4f8b\u300b\u89c4\u5b9a\uff1a&ldquo;\u56fd\u5bb6\u901a\u8fc7\u5efa\u7acb\u4eba\u4f53\u5668\u5b98\u79fb\u690d\u5de5\u4f5c \u4f53\u7cfb\uff0c\u5f00\u5c55\u4eba\u4f53\u5668\u5b98\u6350\u732e\u7684\u5ba3\u4f20\u3001\u63a8\u52a8\u5de5\u4f5c&rdquo;\uff0c\u4f46\u5e76\u6ca1\u6709\u660e\u786e\u5177\u4f53\u7684\u5de5\u4f5c\u548c\u8d23\u4efb\u4e3b\u4f53\u3002<\/p>\n<p style=\"MARGIN: 0px 3px 15px; Because of insufficient donations, executed priso<em><\/em>ners  became the main source of organs.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">&quot;Every year, around 300,000 patients need organ transplants but o<em><\/em>nly 10,000 surgeries are performed,&quot; said Huang at the seminar.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">Chinese people are much less willing to  do<em><\/em>nate their organs after death compared to other countries, with the  ratio being o<em><\/em>nly 6 out of 10,000,000, Huang said.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">&quot;The ratio in Spain is 370 out of the same amount, which is almost 62 times that of China&quot;, he added.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">Speaking of the reasons behind the low  participation, Huang said Chinese traditions and the fairness of organ  distribution are the top two concerns, with the latter being  particularly im<em><\/em>portant.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">For quite some time, the organ  transplant situation in China has been messy, with a lot of illegal  trades taking place on the black market and even in licensed hospitals,  wher it is quite common for people to take advantage of organ scarcity  to make profit, the report says.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">&quot;Before 2007, more than 600 medical  organizations could deal with organ transplants,&quot; Huang said, &quot;Driven by  financial benefits, many illegal acts happened and no<em><\/em>nstandard  surgeries were performed.&quot;<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">Among the problems is the use of  executed prisoners&#8217; organs, he said. In China, a<em><\/em>bout 65% of transplanted  organs are from the deceased, with executed priso<em><\/em>ners the source of  more than 90% of them, said an article by Huang.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">According to relevant regulations issued  in 1984, the prisoners&#8217; bodies can be used for organ transplant o<em><\/em>nly  under certain conditions, e.g. if no one collects the body, the criminal  agrees or his family agrees to the medical use of the body.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">However, it is questio<em><\/em>nable whether the  priso<em><\/em>ners are making the agreement out of their own will and using their  organs has become an unspoken rule to ease the demand in the market,  the report said.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">The State Council passed the Regulations  on Human Organ Transplant on March 2007, providing a legal basis to  supervise transplants.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">Huang said that these regulations are  being amended and will be renamed as &quot;Do<em><\/em>nations and transplant of human  organs in China&quot;, in order to make voluntary do<em><\/em>nations the o<em><\/em>nly source  of organs.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">Priso<em><\/em>ners are still among the qualified  candidates for donations, but their organs will be registered in the  computerized system instead of being used for private trades, which will  be the main difference in the future, Huang told reporters.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">New regulations will be unveiled to  clarify the legal procedures of organ do<em><\/em>nations for priso<em><\/em>ners sentenced  to death and those who violate them will be given harsh punishment, the  report said.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">At the same time, the Committee of Human  Organ Do<em><\/em>nation and Transplant and China&#8217;s Organ Procurement  Organization were founded this year, with the former respo<em><\/em>nsible for  making policies and regulations and the OPO mainly in charge of the  do<em><\/em>nation and transplant procedures, in order to make it more fair,  efficient and transparent.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">Data released at the seminar shows that  1500 do<em><\/em>nations have been made this year, more than the total do<em><\/em>nations  from 2010 to 2013.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">&quot;I believe the situation of organ do<em><\/em>nations will get better and better in the future&quot;, Huang said.<\/p>\n<p style=\"MARGIN: 0px 3px 15px\">Reportedly, 38 organ transplant centers in the country have already disco<em><\/em>ntinued the use of executed prisoners&#8217;
