The Association for Relations Across the Taiwan Straits, or ARATS, was established in Beijing in 1991, with Wang Daohan as the first chairman. The Straits Exchange Foundation, or SEF, was established in Taipei in 1990. Koo Chen-fu was elected the foundation’s chairman. The two organizations were established to deal with issues in the relatio<\/em>nship across the Taiwan Straits.<\/p>\n

In 1992, ARATS and the SEF held a formal discussion in Hong Kong that resulted in the “1992 Consensus.” It laid the foundation for subsequent talks between the groups. The co<\/em>nsensus is that “both sides of the (Taiwan) Straits adhere to the ‘one-China’ principle” and orally explain the principle respectively.

In China, o<\/em>nline vigilantes, or “netizens,” use the Internet as a “human flesh search engine” to find and punish people who publish material they co<\/em>nsider inappropriate.<\/p>\n

“Human Flesh Search Engine” is an imprecise translation of “ren’rou sou’suo,” which can be translated as “human-assisted search engine.” In China, though, the Internet is searched by people to hunt down other people and co<\/em>nduct muckraking campaigns.<\/p>\n

A mob of Chinese ‘netizens’ tracked down and punished a 21-year old video blogger whose clip they deemed unpatriotic. Gao Qianhi, a 21-year old Chinese woman, recently posted an o<\/em>nline video of herself complaining a<\/em>bout the huge amount of TV coverage of the southwest China earthquakes: “You guys, if you’re hit by the rubble, just go suffer by yourself quietly.” Hours later, intimate details a<\/em>bout Ms. Qianhi’s life were spread across the Internet.  With internet mobbing, the victim’s perso<\/em>nal information is published to a broad audience, along with derogatory comments and death threats.
