Primary education lasts either 5 or 6 years with the former accounting for 35% of the total enrollment and the latter 65% of the total enrollment. At junior secondary stage, most have 3 years schooling with a tiny part of 4 years. Almost 98% of students are enrolled in the former schools. The 9-year schooling in primary and junior secondary schools pertains to <strong>compulsory education\uff08\u4e49\u52a1\u6559\u80b2y&igrave;w&ugrave; ji&agrave;oy&ugrave;\uff09<\/strong>. General senior secondary education lasts 3 years.<\/p>\n<p>  \tSince the <strong>promulgation\uff08\u9881\u5e03b\u0101nb&ugrave;\uff09<\/strong> of the &quot;Compulsory Education Law of the People&#39;s Republic of China&quot; in 1986, the 9-year compulsory education has been implemented by governments at various levels and made significant progress. According to the <strong>statistics\uff08\u7edf\u8ba1\u6570\u5b57t\u01d2ngj&igrave; sh&ugrave;z&igrave;\uff09<\/strong> of 2010, the net enrollment rate of primary school age children above 99%, and the <strong>proportion\uff08\u6bd4\u4f8bb\u01d0l&igrave;\uff09<\/strong> of primary school <strong>graduate<\/strong>s<strong>\uff08\u6bd5\u4e1a\u751fb&igrave;y&egrave;sh\u0113ng\uff09<\/strong> continuing their study in junior secondary schools (including vocational ones) reached above 99% as well. In the urban areas of large cities and economically developed <strong>coast\uff08\u6d77\u5cb8h\u01cei&agrave;n\uff09<\/strong> areas, the <strong>universalization\uff08\u666e\u904d\u5316p\u01d4bi&agrave;nhu&agrave;\uff09<\/strong> of senior secondary education has been launched. In 2010, there were altogether 280,184 primary schools with an enrollment of 17,388,465 students and there were total 87,665 secondary schools in China.<\/p>\n<p>  \tChinese government attaches great importance to the universalization of compulsory education in rural, poor and minority areas. In 1987, the former SEDC and the ministry of Finance jointly <strong>issue<\/strong>d<strong>\uff08\u53d1\u5e03f\u0101b&ugrave;\uff09<\/strong> the &quot;Opinion on Some Issues Concerning the <strong>Reform\uff08\u6539\u9769g\u01ceig&eacute;\uff09<\/strong> of Administration of Basic education in rural Areas&quot;. At present, basic education is provided by the governments at the <strong>county\uff08\u53bfxi&agrave;n\uff09<\/strong>, <strong>township\uff08\u9547\u533azh&egrave;nq\u01d6\uff09<\/strong> and administrative villages levels with the administrative power assumed by county and township governments and with major decision made by the county governments. Efforts are made to integrate the development of education and the upgrading of quality of labor force with the development of the local <strong>economy\uff08\u7ecf\u6d4ej\u012bngj&igrave;\uff09<\/strong> and the <strong>advancement\uff08\u8fdb\u6b65j&igrave;nb&ugrave;\uff09<\/strong> of culture and ethical and living standard of the people.
