Primary education lasts either 5 or 6 years with the former accounting for 35% of the total enrollment and the latter 65% of the total enrollment. At junior seco<em><\/em>ndary stage, most have 3 years schooling with a tiny part of 4 years. Almost 98% of students are enrolled in the former schools. The 9-year schooling in primary and junior seco<em><\/em>ndary schools pertains to compulsory education\uff08\u4e49\u52a1\u6559\u80b2y&igrave;w&ugrave; ji&agrave;oy&ugrave;\uff09. General senior seco<em><\/em>ndary education lasts 3 years.<\/p>\n<p>  Since the promulgation\uff08\u9881\u5e03b\u0101nb&ugrave;\uff09 of the &quot;Compulsory Education Law of the People&#8217;s Republic of China&quot; in 1986, the 9-year compulsory education has been implemented by governments at various levels and made significant progress. According to the statistics\uff08\u7edf\u8ba1\u6570\u5b57t\u01d2ngj&igrave; sh&ugrave;z&igrave;\uff09 of 2010, the net enrollment rate of primary school age children above 99%, and the proportion\uff08\u6bd4\u4f8bb\u01d0l&igrave;\uff09 of primary school graduates\uff08\u6bd5\u4e1a\u751fb&igrave;y&egrave;sh\u0113ng\uff09 co<em><\/em>ntinuing their study in junior seco<em><\/em>ndary schools (including vocatio<em><\/em>nal ones) reached above 99% as well. In the urban areas of large cities and eco<em><\/em>nomically developed coast\uff08\u6d77\u5cb8h\u01cei&agrave;n\uff09 areas, the universalization\uff08\u666e\u904d\u5316p\u01d4bi&agrave;nhu&agrave;\uff09 of senior seco<em><\/em>ndary education has been launched. In 2010, there were altogether 280,184 primary schools with an enrollment of 17,388,465 students and there were total 87,665 seco<em><\/em>ndary schools in China.<\/p>\n<p>  Chinese government attaches great im<em><\/em>portance to the universalization of compulsory education in rural, poor and minority areas. In 1987, the former SEDC and the ministry of Finance jointly issued\uff08\u53d1\u5e03f\u0101b&ugrave;\uff09 the &quot;Opinion on Some Issues Co<em><\/em>ncerning the Reform\uff08\u6539\u9769g\u01ceig&eacute;\uff09 of Administration of Basic education in rural Areas&quot;. At present, basic education is provided by the governments at the county\uff08\u53bfxi&agrave;n\uff09, township\uff08\u9547\u533azh&egrave;nq\u01d6\uff09 and administrative villages levels with the administrative power assumed by county and township governments and with major decision made by the county governments. Efforts are made to integrate the development of education and the upgrading of quality of labor force with the development of the local economy\uff08\u7ecf\u6d4ej\u012bngj&igrave;\uff09 and the advancement\uff08\u8fdb\u6b65j&igrave;nb&ugrave;\uff09 of culture and ethical and living standard of the people.
